The 2023-2024 budget for the City of Greenville was approved unanimously on June 8 during a Greenville City Council meeting, as well as the addition of Firetower Commercial Park future lots, Ridgewood Farms and discussed the possible addition of a Village of Arts district.
The details of the budget can be found at a previous story by The East Carolinian. The Planner for the city, Chris Kelly said the Firetower property, which is a total of 18.31 acres, tax value is estimated to be $65.5 million and expected to have 262 multi-family units. The ordinance to expand was approved unanimously.
“This property is located at the southern part of the city,” Kelly said. “More specific this property is located on the eastern and western right wing of South Square Drive.”
The Ridgewood Farm property is located in Southwest Greenville and will have 56 family lots with a tax value of $14 million, Kelly said. The ordinance was approved unanimously by the council.
The council heard the second reading of ordinances to make revisions to the City Code, which was approved 5-1, City Council member Marion Blackburn was the one to disapprove of the revisions. She said there should be an animal professional on the Appeal Board for the Animal Protection ordinances. She made a motion to make an amendment to the ordinance, but it failed as no member seconded the motion.
“The role of the appeal board was to provide the opportunity, if our officers declare your dogs a dangerous dog, so you have a way to appeal that,” Blackburn said. “I certainly have all respect for our city manager but this has taken a process that included an outside member, an animal help professional and now it's all come back in house, it's all us, it's all the city and I'm concerned about that.”
City Council member Will Bell made a motion, which was approved, to form a plan to bring spirits, like vodka and other liquor to the Town Common. Bell said the profit could be used to bring more big-name musicians to Greenville.
City Manager Ann Wall recognized notable Greenville Police Department Telecommunicators, Nathaniel Brown, Jaquez Spivey and Nickolas King for being named the North Carolina Association of Public Safety Communications Officials team of the year for 2023.

Chief of Police Ted Sauls said the incident was a “perfect example” of the daily calls the communications department receives. Sauls said the caller was emotional throughout the call and the telecommunicators
